Why it works for some people and not others
Restrictions in India are applied by each operator separately. Jio, Airtel, BSNL and Vi do not implement them identically, and home broadband often behaves differently from mobile data. A modified build is an app someone else has taken apart and repackaged. You are giving it your gallery, your storage and whatever permissions it asks for, on the word of an anonymous uploader. Malware distributed this way is common, not theoretical.
